PackUK has confirmed the membership of three key advisory groups set to help shape the delivery and future development of the UK’s Extended Producer Responsibility for Packaging (pEPR) scheme.
The voluntary committees – the Recyclability Assessment Methodology Technical Advisory Committee (RAM TAC), the Efficiency and Effectiveness Technical Advisory Committee (E&E TAC), and the Communications and Behaviour Change Advisory Group (CBCAG) – will sit alongside the Scheme Administrator Steering Group to provide a credible, cross-sector source of expertise.
While they are not decision-making bodies, the groups will feed specialist operational and policy insights directly into PackUK’s leadership team, ensuring the UK’s packaging waste reforms are grounded in technical rigour, practical delivery experience, and behavioural change know-how.
PackUK said the appointments followed an “extensive and fair” selection process, which closed on 24 March 2025 and included independent industry panel members.
RAM TAC
Chaired by Emma Wilkinson, from waste management not-for-profit organisation Wrap, the RAM TAC will advise on packaging sustainability and steer updates to the Recyclability Assessment Methodology, ensuring it reflects recyclability and other environmental considerations, as well as emerging trends and innovations.

Guest members will be invited to contribute where their material-specific expertise can bolster the committee’s technical depth.
E&E TAC
With its chair still to be confirmed, the E&E TAC will provide independent recommendations on local authority and waste management best practice, helping ensure the pEPR scheme is delivered efficiently across the UK’s varied local contexts.

Each advisory group will meet quarterly, with membership terms randomly allocated to one, two, or three years to ensure regular refresh while maintaining continuity. PackUK confirmed there will be annual opportunities for re-application.
By drawing on this diverse roster of expertise – spanning technical packaging design, local authority operations, consumer engagement, and behavioural science – PackUK said it aims to ensure the UK’s packaging reforms are both ambitious and deliverable, while keeping industry voices central to the process.
